GLOCESTER – Glocester police arrested two men in January on warrants issued after failure to meet terms of their release from previous crimes, picking up one man found guilty of arson and a second with repeated violations of a no contact order following domestic violence charges.
Steven Foster, 50, was arrested on a bench warrant from 6th District Court this month according to Glocester police logs. Foster was first arrested in 2019 on charges of arson in connection with two garage fires. He was convicted in 2021, and given a ten year suspended sentence with orders to pay $40,000 in restitution at a rate of $300 a month.

Court records show that missed payments for the restitution have led to numerous bench warrants in the years since, with some $34,200 still owed on the initial bill. According to records recorded by the district court clerk, Foster’s last payment prior to his recent arrest was made in March of 2024.
A warrant was issued on Wednesday, Jan. 8 and police initiated Foster’s arrest at Laurel Crest Apartments on Thursday, Jan. 9. He is due back in court for a restitution review on Tuesday, Feb. 11.
On Monday, Jan. 17, Glocester police arrested Joseph McKitchen, 45, of Durfee Hill Road, also on a warrant. Court records show that McKitchen was charged with domestic violence and possession of a controlled substance in December of 2023. He was arrested for violation of a protective order in February of 2024 and again in April.
Smithfield police charged McKitchen with his with a third set of violations on Thursday, Jan. 16 and local police initiated the arrest. He was held without bail and is scheduled for a status conference in Third Division District Court on Monday, Feb. 3.
