GLOCESTER – The home where a massive party with many underage drinkers turned rowdy on Friday, July 4 was never authorized for occupancy, according to a violation notice issued this week by Glocester Building & Zoning Official Dennis Begin.
Begin notified Bryan Borzell, whose address on the notice is listed in Smithfield, that his house at 142 Spring Grove Road, never received the appropriate approvals to issue a Certificate of Occupancy for a single family dwelling in a letter on Tuesday, July 15.
Borzell was one of three individuals arrested on Saturday, July 12 on charges related to a July 4 party at the home that brought in response from Glocester, Burrillville, Smithfield, Scituate, and Rhode Island State Police. According to Glocester police, officers responding to reports of a large disturbance at 142 Spring Grove Road and found “numerous” young people pushing and fighting on the property. A rescue was called for two underage females for extreme intoxication.
Borzell was later charged with furnishing alcoholic beverages to underage persons.
According to the notice of violation, he must now remedy the occupancy violation or face fines of up to $100 a day.
“In the future, if you or any others are occupying this residence you will be asked to vacate the dwelling until a Certificate of Occupancy – or Temporary CO – has been issued,” Begin noted.
Borzell was released on $1,000 personal recognizance on the charge related to the July 4 party and is due back in court on Wednesday, July 23. A second person living at the Spring Grove address, Rachel Hernandez, 37, was also charged with furnishing of alcoholic beverages to underage persons and was on probation for a previous charge in Smithfield of DUI with a child under 13 years old.
Hernandez was also released on $1,000 personal recognizance and is due back in court on Wednesday, July 30.
